The Pac-12 presidents voted to enact a rule that will prohibit any team from the conference with a 5-7 record from participating in a bowl game no matter what their APR is. Typically if there aren't enough bowl eligible teams to fill the open spots a 5-7 could make it and who that is ends up being based on APR score. Now, if you don't finish with at least six wins you aren't going to a bowl game.
